We must produce more on national soil to reduce our dependency and prepare ourselves for the long term\u201d, Emmanuel Macron declared in his <a href=\"https:\/\/www.vie-publique.fr\/discours\/274028-emmanuel-macron-31-mars-2020-souverainete-nationale-production-masques\">31 March 2020<\/a> speech. Since then, the words \u201csovereignty\u201d and \u201cindependence\u201d have featured prominently in his speeches as well as those of other French <a href=\"https:\/\/www.gouvernement.fr\/partage\/11654-declaration-de-politique-generale-de-m-jean-castex-premier-ministre-assemblee-nationale\">government membres<\/a>.<\/p>\n\n\n\n<p>Although no one questions the importance of being in control of our face masks or medications production, this standard doesn\u2019t seem to apply to digital technology, quite the contrary. Covid-19 has given some businesses and government administrations an opportunity to rush American solutions though, including Microsoft\u2019s.&nbsp;<\/p>\n\n\n\n<p>Has the digital sovereignty everybody was raving about before the health crisis suddenly fallen victim to Covid-19?<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">\u201cSovereignty, really, who cares?\u201d<\/h2>\n\n\n\n<p>Before the 2020 health crisis, habitual remote work wasn\u2019t overly widespread. According to France Strat\u00e9gie data <em>(<\/em><a href=\"https:\/\/www.strategie.gouv.fr\/sites\/strategie.gouv.fr\/files\/atoms\/files\/fs-2020-ns-cadres-02-juillet.pdf\">Today\u2019s executives: idiosyncrasies<\/a>, June 2020), just 3% of workers (including 60% of executives) worked remotely at least one day a week in 2017. Among others, \u201cremote work was an informal, occasional practice: one in seven executives worked remotely a few days or a few half-days a month\u201d<em>.<\/em><\/p>\n\n\n\n<p>The health crisis &#8212; with many parts of the world in lockdown &#8212; has caused an upheaval in the world of remote work and in particular made it more widespread. In France, it is estimated that close to <a href=\"https:\/\/www.bfmtv.com\/economie\/quel-bilan-pour-le-teletravail-apres-huit-semaines-de-confinement_AN-202005120211.html\">40% of workers<\/a> suddenly \u2013 and with no time to prepare \u2013 had to work from home as of 17 March. Throughout this lockdown period, news articles along the lines of \u201cTop 10 remote work&nbsp;tools\u201d have literally spread like the plague on the internet. There was no getting away (<a href=\"https:\/\/zapier.com\/learn\/remote-work\/productivity-apps-remote-work\/\">here<\/a>, <a href=\"https:\/\/www.business2community.com\/workplace-culture\/best-tools-in-2020-to-support-remote-work-02344454\">here<\/a>, <a href=\"https:\/\/www.socialmediatoday.com\/news\/50-must-have-remote-working-tools-and-apps\/575069\/\">here<\/a>, <a href=\"https:\/\/techengage.com\/best-work-from-home-apps-year\/\">her<\/a>e\u2026).<\/p>\n\n\n\n<p>Although remote work doesn\u2019t seem to be enduring (it <a href=\"https:\/\/www.lesechos.fr\/economie-france\/social\/exclusif-le-teletravail-a-beaucoup-recule-malgre-la-persistance-du-coronavirus-1236737\">dropped back to 15% by the month of August<\/a>), businesses and government administrations have no intention to give up on the software they started using during that period. Those who had been lured by Teams\u2019 free offering at the height of the crisis are now using it as an excuse to move to O365! Worse still, our clients are telling us \u201csovereignty, really, who cares?\u201d That\u2019s the irony of the situation, especially when you\u2019re dealing with local authorities that promote local employment and regional economic development! Do as I say, not as I do \u2013 technological sovereignty makes the <a href=\"https:\/\/uk.reuters.com\/article\/ovh-deutsche-telekom\/deutsche-telekom-joins-frances-ovhcloud-to-take-on-us-cloud-computing-giants-idUKL8N2GA0W3\">headlines<\/a>, the highest spheres of <a>the <\/a><a href=\"https:\/\/www.rfi.fr\/en\/france\/20200915-france-macron-hosts-tech-leaders-ahead-digital-summit\">French<\/a><a href=\"#_msocom_1\">[SP1]<\/a>&nbsp; and <a href=\"https:\/\/www.ft.com\/content\/7738fdd8-e0c3-4090-8cc9-7d4b53ff3afb\">European<\/a> governments feign outrage\u2026 But in practice, no one really cares and so, why bother?<\/p>\n\n\n\n<p>Well, because above and beyond product lock-in and long-term loss of independence, the negative consequences can quickly become very real: unilateral price increases, expanding scopes leading to ballooning budgets, loss of control on contracts, etc.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Lip service?<\/strong><\/h2>\n\n\n\n<p>As everyone scrambled to set up remote work solutions, practical hiccups were inevitable \u2013employees didn\u2019t have the proper equipment, procedures and tools were confusing or missing altogether. This is when the infamous \u201cTop 10 remote work tools\u201d lists began to sprout. True, after having raved about blockchain and hailed AI as the holy grail that would solve everything (and press releases in particular), a new buzz topic was a welcome change. So what\u2019s the common theme in these articles? Under the guise of the crisis: the promotion of quick-and-dirty solutions \u2013 \u201cjust install this for your next videoconference, you\u2019ll see it\u2019s great\u201d.<\/p>\n\n\n\n<p>And there goes everyone jumping on the turnkey bandwagon \u2013 Zoom, Slack, Teams, Skype, Dropbox, Google Suite\u2026 the list goes on! Because these solutions typically offer a free entry point, we all happily dig into the <a href=\"https:\/\/www.usine-digitale.fr\/article\/le-cloud-act-un-texte-securitaire-americain-qui-inquiete.N800995\">Cloud Act<\/a> cake like hungry kids at a birthday party. Take a look at Zoom\u2019s 2020\u00a0share price:<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"585\" height=\"471\" src=\"https:\/\/bluemind.purpl-web.com\/wp-content\/uploads\/2020\/09\/zoom.png\" alt=\"\" class=\"wp-image-2694\" srcset=\"https:\/\/bluemind.purpl-web.com\/wp-content\/uploads\/2020\/09\/zoom.png 585w, https:\/\/bluemind.purpl-web.com\/wp-content\/uploads\/2020\/09\/zoom-300x242.png 300w, https:\/\/bluemind.purpl-web.com\/wp-content\/uploads\/2020\/09\/zoom-150x121.png 150w\" sizes=\"(max-width: 585px) 100vw, 585px\" \/><\/figure>\n\n\n\n<p>So, what has become of all the talk about tech sovereignty? Where did the French Senate\u2019s report promoting open European solutions go? What has happened to our standing up to the GAFAMs and forcing them to pay taxes?<\/p>\n\n\n\n<p>Our companies \u2013 massively (and dirtily) equipped with American and Chinese technology as they are \u2013 are under the thumb of players with overwhelming clout. The TikTok affair is the perfect illustration of how this imbalance of power \u2013 on the one hand an app that steals personal data and on the other an <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/executive-order-addressing-threat-posed-tiktok\/\">executive order<\/a> that foresees its banning in the US if nothing is done to extract it from its China-based parent company, ByteDance. It\u2019s kill or be killed in the ruthless world of tech giants.<\/p>\n\n\n\n<p>But at the end of the day, the <a href=\"https:\/\/www.lemonde.fr\/pixels\/article\/2020\/09\/20\/tiktok-accord-en-vue-avec-le-tandem-oracle-walmart_6052954_4408996.html\">Oracle-Walmart<\/a> alliance is poised to hit the jackpot. We\u2019re no longer worried the app might spy on us, we know it will.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>\u201cThere was no alternative\u201d<\/strong><\/h2>\n\n\n\n<p>The reason why everyone has rushed to American\/Chinese technologies is that there was no alternative. These giants\u2019 solutions are great \u2013 they work well, they are often easy and quick to set up and sold by very effective salespeople with the backing of multi-level lobbying. There is unquestionably a lack of alternatives in some segments.<\/p>\n\n\n\n<p>This is in fact the excuse we most often come across, like in the <a>Health Data Hub<\/a>\u00a0controversy regarding the hosting of French health data. According to Bernard Benhamou, general secretary of the French <a href=\"http:\/\/www.souverainetenumerique.fr\/\" target=\"_blank\" rel=\"noreferrer noopener\">Digital Sovereignty Institute<\/a>, <em>\u201cthis choice also shows some kind of intellectual laziness in the very design of the project whereby we seek to match the GAFAM\u2019s offering without attempting to create an alternative architecture\u201d.<\/em><\/p>\n\n\n\n<p>Besides intellectual laziness, this means that people go for the easiest option and short-term comfort despite it being at odds with long-term strategic interests. This is the crux of the issue. This overall laziness amounts to a quick-and-dirty approach \u2013 get things sorted out first and think later. I\u2019m no longer in control of my data. Shoot! I can\u2019t get out of that contract. Oops! There aren\u2019t any European alternatives anymore! Bugger! I\u2019m out of negotiating power.<\/p>\n\n\n\n<p>We make grand speeches about global strategic visions but our actions are short-sighted. In last May\u2019s address before the Senate about national security and armed forces, Guillaume Poupard, director general of France\u2019s National Agency for Information Systems Security (ANSSI), argued:<\/p>\n\n\n\n<p>\u201cWe can\u2019t do everything, but we can continue along the ridgeline that can keep us inside the circle of sovereign countries. But to do this, <strong>we must turn our backs on global easy-to-use and easy-to-access &#8212; and often cheaper &#8212; solutions, at least in the beginning\u2026 If, when we built our <em>force de dissuasion<\/em>, we had chosen the best short-term value for money, we probably wouldn\u2019t have developed all the industries we enjoy today<\/strong>.\u201d<\/p>\n\n\n\n<p>There are European alternatives in many areas. So, what are we missing to make them grow and multiply? Contrary to popular belief among tech reputation-washing circles, there\u2019s no shortage of unicorns \u2013 European GAFAMs, local companies that will make a break on the international scene. No, what we are missing a bona fide tech industry policy, a can-do attitude and support from European states and decision-makers. <a href=\"https:\/\/twitter.com\/olesovhcom\">Octave Klaba, CEO of OVH<\/a>, perfectly summed this up in a 4 July 2020\u00a0tweet: \u201cWhat we are missing is trust in today\u2019s players. You have to encourage them and drive them to innovate in the products needed and then buy them. No one here is looking for subsidies or capital. There\u2019s plenty of money going round already. And business!\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"747\" height=\"620\" src=\"https:\/\/bluemind.purpl-web.com\/wp-content\/uploads\/2020\/09\/octave-klaba.png\" alt=\"\" class=\"wp-image-2695\" srcset=\"https:\/\/bluemind.purpl-web.com\/wp-content\/uploads\/2020\/09\/octave-klaba.png 747w, https:\/\/bluemind.purpl-web.com\/wp-content\/uploads\/2020\/09\/octave-klaba-300x249.png 300w, https:\/\/bluemind.purpl-web.com\/wp-content\/uploads\/2020\/09\/octave-klaba-150x124.png 150w\" sizes=\"(max-width: 747px) 100vw, 747px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>A muzzle on the American ogre?<\/strong><\/h2>\n\n\n\n<p>On 16 July 2020, the European Court of Justice (CJEU) <a href=\"https:\/\/curia.europa.eu\/jcms\/upload\/docs\/application\/pdf\/2020-07\/cp200091en.pdf\">invalidated the \u201cPrivacy Shield<\/a>\u201d, US-based companies\u2019 self-certification mechanism. This mechanism had been approved in 2016 by the European Commission as offering adequate protection for personal data transferred from the EU to the US\u2026 and is therefore being invalidated in 2020: \u201cAs a consequence of such a degree of interference with the fundamental rights of persons whose data are transferred to that third country, the Court declared the Privacy Shield adequacy Decision invalid.\u201d<\/p>\n\n\n\n<p>In other words, the CJEU believes that US companies\u2019 processing of European data is incompatible with the GDPR. <a href=\"https:\/\/edpb.europa.eu\/edpb_fr\">The European Data Protection Board<\/a> (EDPB) is currently reviewing this decision to assess its <a href=\"https:\/\/www.techguard.ie\/blog\/privacy-shield-regulation-ruled-invalid-by-eu-court-complicating-eu-us-data-transfer\/\">consequences<\/a>\u00a0.<\/p>\n\n\n\n<p>The <a href=\"https:\/\/edpb.europa.eu\/sites\/edpb\/files\/files\/file1\/edpb_faqs_schrems_ii_202007_adopted_fr.pdf\">EDPB<\/a>\u2019s FAQs reads: \u201cTransfers on the basis of this legal framework are illegal. Should you wish to keep on transferring data to the US, you would need to check whether you can do so under the conditions laid down below.\u201d<\/p>\n\n\n\n<p>Measuring the extent of these consequences today is impossible. European companies and administrations who use extra-European software publishers out of convenience (or <a href=\"https:\/\/www.lepoint.fr\/technologie\/health-data-hub-le-choix-de-microsoft-et-un-contresens-industriel-10-06-2020-2379394_58.php\">laziness<\/a>) will have to face up to it regardless. It is crucial that this risk is taken into account when assessing a software solution.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Email, the elephant in the room<\/strong><\/h2>\n\n\n\n<p>Everything, absolutely everything goes through email. In fact, all the solutions listed in the \u201ctop 10 collaborative tools\u201d require an email address to sign up. Email is by far the tool most used in companies on a daily basis, and it is also the most critical. <a href=\"https:\/\/www.statista.com\/statistics\/255080\/number-of-e-mail-users-worldwide\/\">A 2019 Radicati study<\/a> shows that its usage \u2013 both private and business \u2013 keeps growing year after year:<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"756\" height=\"334\" src=\"https:\/\/bluemind.purpl-web.com\/wp-content\/uploads\/2020\/09\/daily-email-traffic.png\" alt=\"\" class=\"wp-image-2696\" srcset=\"https:\/\/bluemind.purpl-web.com\/wp-content\/uploads\/2020\/09\/daily-email-traffic.png 756w, https:\/\/bluemind.purpl-web.com\/wp-content\/uploads\/2020\/09\/daily-email-traffic-300x133.png 300w, https:\/\/bluemind.purpl-web.com\/wp-content\/uploads\/2020\/09\/daily-email-traffic-150x66.png 150w\" sizes=\"(max-width: 756px) 100vw, 756px\" \/><\/figure>\n\n\n\n<p>The average office worker receives 126 emails a day \u2013 with a ratio of 3 emails received for each sent. Inboxes are so demanding that employees report to spend 16% of their weekly work hours to mail-related tasks. 42% of emails are opened on a mobile phone or tablet (<a href=\"https:\/\/financesonline.com\/number-of-email-users\/\">source FinancesOnline<\/a>).<\/p>\n\n\n\n<p>The reason why it is seldom considered as a remote work tool is that it is taken for granted \u2013 like oxygen is to breathe. No one will tell you that you need power and an internet connection \u2013 it goes without saying.<\/p>\n\n\n\n<p>It is precisely because email is a core tool for all businesses \u2013 whatever their activity or size \u2013 that it should draw decision makers\u2019 attention. Must we rely massively on Microsoft? Must we put up with Google\u2019s terms and conditions as something inevitable? BlueMind pulls out all the stops to deliver a solution that combines sovereignty and user satisfaction \u2013 bringing an alternative to the market and offering a choice.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Conclusion<\/strong><\/h2>\n\n\n\n<p>In a recent article \u201cDigital technologies: the reason France can\u2019t do without the US \u201c(Les Echos, July 2020), the journalist Florian Debes expressed his concern:&nbsp; \u201cjust like France was short on surgical masks in March, it is at risk, in the future, of being short on software or the data at the core of its medical research\u201d.<\/p>\n\n\n\n<p>This health crisis just shows that the concept of sovereignty remains too obscure, too abstract. We only take the right measures once the crisis is upon us. Today, health sovereignty <a href=\"https:\/\/www.elysee.fr\/emmanuel-macron\/2020\/06\/16\/sante-investir-dans-notre-souverainete-visite-sanofi-pasteur\">has become a priority<\/a>\u2026 at the expense of tech sovereignty. Lockdown has all but accelerated and deepened our dependency on foreign, short-term, quick-and-dirty software solutions.<\/p>\n\n\n\n<p>Fortunately it\u2019s not all doom and gloom. Experts are mulling over European <a href=\"https:\/\/www.frstrategie.org\/sites\/default\/files\/documents\/publications\/notes\/2020\/202041.pdf\">tech sovereignty<\/a> and many players are joining forces (<a href=\"https:\/\/cnll.fr\/\">CNLL<\/a>, <a href=\"https:\/\/www.lesacteursdunumerique.fr\/\">PlayFrance.Digital<\/a>, <a href=\"http:\/\/www.souverainetenumerique.fr\/edito\">l\u2019institut de la Digital Sovereignty Institute<\/a>, etc.). But understanding and being aware of the issue isn\u2019t enough. It is time to act \u2013 to design ambitious policies and support and promote local solutions.<\/p>\n\n\n\n<p>Things are slowly changing at the European level. The Commissioner for the Internal Market Thierry Breton professes that the EU <a href=\"https:\/\/www.ft.com\/content\/7738fdd8-e0c3-4090-8cc9-7d4b53ff3afb\">&#8220;need[s] better supervision\u201d<\/a> over tech giants. The EU is expected to release a new law by the end of the year \u2013 the &#8220;Digital Services Act&#8221; \u2013 designed to better control how major platforms deploy their activities, deal with disinformation and manage personal data.<\/p>\n\n\n\n<p>Now that the early-lockdown panic-induced dust has settled, it is time to think long term and reflect on the sustainability of the solutions we\u2019ve adopted in a rush.
